aptn Branch Secretary-Treasurer Position Available:

Recently the position of aptn Branch Secretary-Treasurer Position was vacated.  This now provides an opportunity for another member to join the aptn Branch Executive.  Presently, the aptn Branch Executive consists of a President and two Vice-Presidents.  The duties of the aptn Branch Secretary-Treasurer include:

- keeping accurate records of Branch Executive Council meetings.
- ensure that minutes are prepared and distributed, and forwarded to the NEC.
- working with the Branch President to maintain the membership database.
- managing the Branch bank account.
- submitting Quarterly Financial Reports.
- preparing an annual forecast of financial needs for the Branch.

As well as these duties, becoming part of the aptn Branch Executive the Secretary-Treasurer will also enforce the collective agreement, ensuring that members concerns and issues are addressed and providing leadership in advancing the interests of the branch as a whole.

aptn Member's New Collective Agreement Comes Into Effect:

The Editorial and Operations Units of aptn Branch are now officially merged into one with the new collective agreement coming into effect.  The new five-year Collective Agreement for all CMG members at the aptn Branch comes into effect on April 25, 2011 and will run to April 24, 2016.

The highlights of the new deal include:

    Across-the-board salary increases of 2% in each year of the deal.
  
    Adjusted and merged new wage scales.
  
    Improvements to Maternity and Paternity Leave.
  
    New language covering Respect in the Workplace.
  
    New language ensuring CMG members will be used in special projects and that non-CMG
       members hired to perform work in special projects will be treated in accordance with the CMG
       Collective Agreement.
  
    A commitment to provide or cover costs for necessary clothing, makeup and hairstyling for
       on-air hosts.
  
    The creation of a joint committee to review all existing job specification with the goal of
       ensuring they are complete and appropriately compensated.


Members should note that since the new collective agreement comes into effect April 25th, your next pay cheque (May 6th) will only reflect a slight increase, as half of that pay period is still calculated with old collective agreement salary rates.  May 20th will be the first pay cheque that will see the full change in salary that is reflected with the new collective agreement.  Human Resources will be providing each member with a notification the changes in your salary rate effective April 25, 2011.

Printed copies of the new collective agreement will be made available to all members once they arrive from the printers, so for now it can be viewed and downloaded from our website www.cmgaptn.ca

Guild Members at aptn Ratify New Collective Agreement

Canadian Media Guild members at the Aboriginal Peoples Television Network have ratified a new collective agreement. 87% of voters approved the deal. Here are the official numbers:

Total ballots cast: 46
Yes: 40
No: 1
Challenged/rejected: 5

The count was conducted by CMG employees Keith Maskell and Glenn Seymour. Five ballots were rejected because it could not be confirmed that they came from members on the voters' list.

CMG Now Accepting Applications For Course on Dispute Resolution

The Canadian Media Guild is now taking applications for the Dispute Resolution (level I) course to be held June 10 to 12. The course is open to any Guild member.

Participants will learn the basic skills required for solving problems both in and out of the workplace. They will learn how to identify problems clearly, determine the needs of all parties in a dispute, develop a solution that is fair and realistic, and work toward a mutually acceptable resolution.

The course will be held at the UFCW training centre in Mississauga, located near Toronto's Pearson International Airport.

Tax Time is Coming: Check Your Tax Slips for CMG Dues

As you're preparing your tax return for 2010, remember that union dues are deductible from your taxable income. Check the amounts on your tax information slip or slips and enter the total on your tax return.

This is also a good time to double-check that you haven't paid too much in dues. The Canadian Media Guild withholds dues at the rate of 1.55% of earnings, up to an annual maximum. For 2010, that maximum was $1,600. (Note that the maximum is $1,700 in 2011.) Sometimes we discover that employers haven't applied the cap. If you paid more than $1,600 in CMG dues in 2010, please contact your employer as well as the Guild office so that the excess can be returned to you.

New aptn Collective Agreement Now Available Online

The tentative agreement between APTN and CMG reached last week can now be viewed at http://www.cmg.ca/aptn-tentative-agreement-2011.pdf. Changes in the agreement include:

   Artice 4 - new language on re-skilling.
  
   Article 9 - new language dealing with Respect in the Workplace.
  
   Article 12 - new scales reflecting annual increases of 2% plus changes to the top of scales
                           in first and fourth year.
    
   Article 41 - new language providing clothing and grooming expenses to on-air hosts.
   
  
Letter of Understanding #7 - new agreement on staffing of special events and projects.


An information meeting will be held in Winnipeg on Wednesday, February 9th beginning at 6pm (CT). Members outside Winnipeg will be able to take part in via conference call.

Voting will take place in Winnipeg following the information session. Ballots are being sent by courier from Toronto to all other locations and should arrive in most places on Wednesday Feb 2 or Thursday Feb 3. Please watch for them. The instructions for voting are in the package, including how to return completed ballots to Toronto by Monday February 14.

CMG & aptn Reach Tentative Deal On A New Collective Agreement

The Canadian Media Guild and Aboriginal People’s Television Network reached a tentative agreement to a new five-year Collective Agreement for all CMG members. The negotiations involved merger of the Editorial and Operations Agreements that were set to expire later this year.

The agreement, if ratified, will come into effect on April 25, 2011 and run to April 24, 2016. Copies will be made available to members in the coming days and a ratification information meeting and vote will be held in Winnipeg on February 9, 2011. Members who do not work in Winnipeg will be able to participate via conference call and can have specific questions answered via email as well. Ratification ballots will be couriered to non-Winnipeg locations.

The highlights of the new deal include:

We are pleased the new agreement was reached prior to the expiry of the existing deals.

Training Course For Guild Volunteers

We are now accepting applications from CMG members for the course, "Leadership in Action," which will take place May 26 to 29 in Toronto.

This course is aimed at all union volunteers and leaders, regardless of your experience. The goal is to provide you with the skills you need to effectively represent your colleagues and to run and administer your branch or location. It's a great refresher for those of you already active in the Guild and an opportunity for your less-experienced colleagues to benefit from your experience and knowledge. The course includes leadership skills, dispute resolution and case handling techniques, mobilization strategies, tips on meeting new members, running better meetings, how to meet with management and an introduction to grievance handling and keeping good records.

The course runs Thursday to Sunday. The Guild will cover all your expenses and arrange for you to be released from work with full pay for any scheduled work day

CMG Seeks Applicants For Union Rep Training Program

Have you considered doing union representation work as a career? The Canadian Media Guild is seeking applicants from among the membership for a six-month developmental position with the union.

The successful candidate will spend six months in the Guild's national office in Toronto, ideally beginning in March or April 2011. The start date is somewhat negotiable. He or she will spend a substantial period of time filling in for the union services coordinator, where they will gain experience in advising members on their collective agreement and other rights. He or she will also receive training in the functions of CMG staff representative, including resolving disputes, supporting the Guild's elected leadership, helping to mobilize members and negotiating collective agreements.

The position is intended to assist the Guild in succession planning and could lead to a full-time staff rep position in the future. Candidates must be able to function in both French and English and should have experience as a union volunteer. The Guild encourages applications from women, Aboriginal peoples, visible minorities, people with disabilities, and persons of all sexual orientation and gender identity. Please self-identify if you feel comfortable doing so.

A Message From Our New Canadian Media Guild President

Greetings from CMG president Carmel Smyth.  Another busy year has begun! I am proud to take the office of national president of the Canadian Media Guild and I'm very much looking forward to working with and on behalf of you. I'd like to welcome all of the new volunteers who have come forward to sit on a Guild executive or on a bargaining committee . or both. We could not run the union without so many dedicated volunteers.

I'd like to mention in particular those who have stepped up to lead their branch executive. We have new branch presidents at Shaw Media (Mike Duong), TVO (Gregg Thurlbeck), aptn (Vincent Proteau) and CJRC Radio in Gatineau (Benoit Desjardins). It is inspiring to see these talented leaders taking the union challenge.

And there's no shortage of work. Members at ZoomerMedia are voting this week on their renewed collective agreement after an agreement was reached just before Christmas. We are on the cusp of a deal at aptn, where the editorial and operations employees will be under the same collective agreement for the first time. We are soon to begin bargaining a first agreement at Pagemasters, a new division of The Canadian Press, and a renewal of our agreement at TFO. And later this year we will start bargaining new agreements with Thomson Reuters, The Canadian Press and CJRC, which changed ownership from Corus to Cogeco late last year.

In the meantime, we're involved in an alliance with the Canadian Writers Group that will see the CMG freelance branch grow this year. We are also seeking individual members to join that branch. If you know of a media freelancer that would like to join a union, have them send an email to freelancemember@cmg.ca  For more information on the freelance initiative, visit www.thestoryboard.ca.

And that's not the only organizing of media workers that's on the horizon this year. Our parent union, CWA Canada, has just announced the hiring of a new organizing director, Dave Bosveld. I have a big interest in organizing new workplaces and new members and look forward to being involved in Dave's organizing campaigns. If you have an interest, or an idea, about organizing the unorganized media workers in our midst, you can send it to me and I'll pass it along to Dave.

Negotiating strong contracts, mobilizing members to stand up for their rights and organizing new members will continue to be priorities at the CMG, as will promoting diversity and increasing visibility and service in our workplaces. We can be proud of our large and diverse media family and I encourage each of you to get involved and share your ideas and suggestions. We need to know when members feel supported and when we can do a better job.

The Guild will also continue to fight to protect brave and independent journalism, public broadcasting, increased local and original content, and for a society that values union membership and fair and reasonable working environments.

We are here to lead, inspire and provide service. I would like to thank the outgoing members of the Guild's national executive committee for their work on behalf of fellow CMG members over the last three years, and much longer for some, including Secretary-Treasurer Rick Basarke and Vice President Scott Edmonds. We will miss you.
For the next six weeks, I will be at Harvard (yes, that Harvard) on a special program on union leadership. I will be learning more about how to do all the many things that are expected of the leaders in our important movement. and stay sane! I plan to share the highlights with you after I have completed the program. While I'm gone new vice-president (and past-president) Lise Lareau will manage the day-to-day operations of the union.

Join A Guild National Committee

Want to get involved directly in CMG activities? Consider joining one of our national committees. In most cases, you don't have to have specific experience - just interest in the topic. Most committees meet primarily by phone but occasionally they have in-person meetings, usually in Toronto. We're looking for members for the following committees:

1. Equity and Human Rights: Members from each branch of the CMG come together in this committee to identify and work against discrimination in our workplaces and our union and to examine media issues from the perspective of people of colour, people with disabilities, Aboriginal people, women and lesbian/gay/bi/trans people.

2. Advocacy: This committee plans external campaigns focused on media or other issues relevant to our members at all branches (CBC, The Canadian Press, Freelance, Thomson Reuters, Shaw Media, Private Radio, ZoomerMedia and the Aboriginal Peoples Television Network).

3. Communications: This committee provides direction on the most effective ways for the Guild to communicate with members.

4. Francophone Affairs: This new committee aims to promote the rights of French-speaking members of the Guild and to enhance the solidarity among them and between the various branches in which they work. The committee will also establish lines of communication with, and offer support to, our media union colleagues in Québec.

5. New Members: Whether you're new to the union, or have been around for a while and have ideas on how to better engage new and younger members, the New Members Committee needs you. Help make sure the needs of our newer/younger members are being met.

6. Grants & Donations: This committee considers all requests by members for grants to professional conferences/workshops and requests for donations for other organizations, in accordance with the union's policies.

7. Investment: This committee oversees the union's investment of our Defense Fund, in accordance with the Socially Responsible Investment guidelines for Ethical Investments, developed by the CMG. We are looking for people with financial and investment knowledge for this committee.

8. Elections: if you have an interest in the nuts and bolts of union democracy, this committee is for you! We need people to help design and oversee the various votes and elections that take place in the union: elections for union office at all levels, ratification votes, strike votes, and delegate elections.

Negotiations Begin December 1st For A New Agreement With aptn

Negotiations between aptn and the Members of the aptn Branch of the Canadian Media Guild begin on Wednesday, December 1st 2010 in Winnipeg. Dan Oldfield, the Guild's Senior Staff Representative, and Guild Staff Rep Rick Warren will be working with our bargaining committee (Bruce Spence, Derek Christianson, Shirley Mclean, and Vincent Proteau) over the coming weeks as we negotiate a single new collective agreement that will replace the two we currently have. aptn CMG Members Finalize Bargaining Committee

Guild members at aptn attended a general meeting on November 26 in Winnipeg with the guild executive at aptn and Guild Staff Rep Rick Warren. The hottest topic at the meeting was the upcoming negotiations
with aptn management.

Members at the meeting decided to add a female member to the bargaining committee. Kent Driscoll respectfully withdrew from the committee and the members selected Shirley Mclean to join Bruce Spence, Derek Christianson and Vincent Proteau on the committee. Shirley works at the Whitehorse bureau.

“It was inspiring to see the members from both units come together and engage the Executive and take an active role in the selection process of the committee," says Vincent Proteau, president-elect of the Guild's aptn branch. "The Members demonstrated in the truest form that the will of a Union is not made up of the Executive, but the Members that they serve”.

Members also agreed that the Guild executive should recruit stewards from each region of the country to assist in the work of the union. Watch for an announcement about nominations for the steward positions in the new year.

      

 

How To Vote in the CMG National And Branch Elections

From November 30 to December 2, you have the opportunity to help choose who will lead the Guild for the next three years. It's an important task and we want to make sure you have a full understanding of the choices you'll be making. To that end, here's a quick walk-through of our online vote.

To vote during the election period, visit the CMG website at www.cmg.ca and click on the link to go to our voting site. You'll have to log in using your nine-digit CMG identification number. If you don't know your number, please write to vote@cmg.ca and we'll get your number to you as quickly as we possibly can.

Once our computer system has verified your identification, you will see the Vote Selection page. You'll see a list of links that will take you to each of the votes you're entitled to participate in. Each time you finish a section, the system will bring you back to the Vote Selection page. Once all the votes on your list show "Submitted", you're done.

All eligible voters will participate in the following votes:

Delegates to parent union conventions: You can vote for up to eight candidates.

National Executive Committee (NEC) positions: There are three contested elections:

Vice-President
Director, New Members

aptn | CMG Branch Membership To Meet in Winnipeg on November 25th

The aptn Branch Executive will be hosting the aptn Guild Members concluding the aptn News and Operations Training Day on Thursday, November 25th for a General Meeting to engage the Membership in an open dialogue.  The meeting will be conducted at the Radisson Hotel in Downtown Winnipeg, in the Portage Room at 5:00 pm.  Items to be discussed include and are not limited to:

1 - The Merging of the Editorial and Operations Units into one with the signing of a new Collective Agreement.  Both Agreements expire on April 24, 2011 and the Collective Bargaining Committee would like to address the membership on any concerns they may have as well as any ideas about how our current agreements can be improved upon.

2 - The aptn Branch Executive is looking for more participation amongst the membership to improve our lines of communication across the country with the membership and the executive and make our guild more effective.  The aptn Executive would like to have a Steward from each bureau and will discuss this in more detail at the meeting.

3 - Recently the new aptn Executive was acclaimed for the term commencing January 1st.  The President-Elect would like to address the membership and field any questions or concerns members may have on the direction the new Executive will be taking in their term.

4 -  The aptn Branch Executive will implement our "Take A Break" Campaign to the Membership.

Appetizers and refreshments will be provided at the meeting.  The aptn Branch Executive is encouraging all members to be in attendance.

The selection process has been completed for Collective Bargaining Committee. As was previously mentioned the Executive hoped to have a bargaining committee made up of two members from each Unit. Guild Members To Choose New National Leaders

CMG members will vote from November 30th to December 2nd to select a new National President and Vice-President, and in nearly a dozen other contested races for positions on the National and Branch executives.
The vote will take place online and you will need your nine-digit CMG identification number to participate. You'll find it on your plastic CMG wallet card. If you don't have one or have misplaced it, please contact us at vote@cmg.ca as soon as possible.

Lottery For The FPJQ Convention in Montreal

The Canadian Media Guild will provide a subsidy for one person to attend the annual convention of the Fédération professionnelle des journalistes du Québec (FPJQ), which is taking place November 26 to 28 in Montreal. To learn more about the convention, go to http://www.fpjq.org/index.php?id=19 .

The winner will be reimbursed for the full costs of transportation and registration for the conference. Winners are responsible for making their own arrangements for travel, accommodation and release from work (if necessary). The winner should book their transportation through CMG's travel agent.

The deadline for entries is Friday November 5 at 12 pm ET. The winner must show proof of registration to the conference by the end of the day after he or she is notified.

Represent The Guild At Union Conventions 2011-2013

The Canadian Media Guild is entitled to send delegates to conventions of our parent organizations, CWA/SCA Canada and TNG/CWA. These conventions serve to direct the overall goals and policies of the larger unions. As such it's important that the CMG have a strong voice.

We are seeking volunteers to serve as delegates for the next term, i.e. 2011, 2012 and 2013. The conventions scheduled for 2011 are in February and July.

All CMG members will have a chance to vote for delegates in the upcoming national and branch elections, which are taking place online from November 30 to December 2.

The Canadian Media Guild is accepting nominations until Friday for all positions on the National Executive Committee as well as the executive councils of each of the branches. You can run for a position on the National Executive Committee and/or a position on your own branch executive.

Bargaining Committee Selection for the New aptn Collective Agreement

Your CMG Branch Executive would like to announce that it is time once again for bargaining negotiations to begin with aptn Management. The Operations and News Collective Agreement's will effectively end on April 27th, 2011. We would like to have a Bargaining Unit in place by October 15th, 2010.

Who can serve on the Bargaining Committee? Any member of the Collective Agreement is able to serve on the Committee. The Executive proposes that our Bargaining Committee consist of four members, two who have served on previous aptn Bargaining Committees and two who have not yet had the experience. We currently have the following people who have served on one of our Bargaining Committees in the past:

Lottery for the Third Coast International Audio Festival in Chicago

The Canadian Media Guild will provide a subsidy to one member to attend the Third Coast International Festival, which is taking place October 28 to 30 in Chicago. To learn more about the convention, go to http://www.thirdcoastfestival.org/ .

The winner will be reimbursed for the full costs of transportation and basic (exhibits) registration for the conference. Winners are responsible for making their own arrangements for travel, accommodation and release from work (if necessary). The winner should book their transportation through CMG's travel agent.

To enter your name in the lottery, please complete our online form at http://www.canadianmediaguild.ca/forms/cmglotteries2010EN.htm. To be eligible for the draw, you must also provide proof of registration to the conference by e-mailing to guylaine@cmg.ca or faxing to 416-591-7278.  The deadline for entries is Monday, September 27, 2010 at 5 pm ET.

After the conference, the winner will be asked to write a brief report for the Guild's National Executive Committee. Members who have received a similar subsidy from the Guild in the past two years, or whose attendance at the conference is being funded by their employer, are not eligible.

CMG Applies to Merge Bargaining Units

On March 31, the Canadian Media Guild made an application to the Canada Industrial Relations Board (CIRB) to merge our two bargaining certificates at APTN. There are currently two different bargaining units at APTN - one for editorial workers and another for those working in technical operations. Although each unit currently has its own separate collective agreement, the two are largely identical and they share an expiry date of April 24, 2011.

APTN management doesn't dispute the logic of merging the two units into one, and we expect that the CIRB will grant our request. That means that the next round of bargaining will be for a single collective agreement to cover all Guild members at the Aboriginal Peoples Television Network.

We encourage all Guild members at APTN to take a look at the existing collective agreements. In the coming months we'll be conducting a survey to find out what improvements you'd like to see. We will also be looking for volunteers to serve on the bargaining committee that will negotiate our next collective agreement.

Nominate a Colleague For The Guild`s Meritorious Service Award

Do you know a fellow CMG member who has worked with the union to make a real difference in your workplace? If so, nominate that person for an award!
 
The CMG is accepting nominations for our Meritorious Service Award until Wednesday April 21. We plan to present the award at the CMG convention in May.

The CMG Meritorious Service Award is presented to outstanding Guild members who have served the union and membership on a long-term basis, sacrificing personal and professional time, and who have completed projects of extraordinary benefit to the membership as a whole.

Nominations may come from the membership, the executive or members of the Selection Committee. For nominations to be considered, they must be accompanied by an explanation from the nominator about why the member deserves the award. Nominations should be addressed to the Award Selection Committee at info@cmg.ca and include answers to the questions below:

1. What have been the main achievements and accomplishments of the candidate in serving the Guild?

2. Give us some specific examples of ways the candidate has been effective. How have they made a difference to you or others around you? For example, have they been instrumental during a crucial time in some way? Have they demonstrated leadership skills? If so, how?

3. How many years has the person you are nominating served the Guild?

4. In what capacities/on what committees have they served? Are there any other people on those committees who should be contacted by us to talk about your candidate?

5. If relevant, has the person been involved in other labour-related activities outside the Guild?

The selection committee will be appointed by the Guild's National Executive Committee. Because it is the highest honour bestowed by the union, the Meritorious Service Award will not be given unless judged by the National Executive to be warranted.

CMG staff and members of the National Executive Committee are not eligible for the Meritorious Service Award.

Workers Covering the Winter Olympics at aptn Will be Treated Equitably

Members of the aptn Branch of the Canadian Media Guild congratulate the company on the successful coverage of the 2010 Winter Olympic Games.
 
Following up on the concerns we expressed, we have had assurances from Jean LaRose, Chief Executive Officer of aptn that the collective agreement will be followed.  Employees who have been temporarily assigned or seconded to different functions will be eligible for upgrades where applicable, and temporary/contract employees will be treated on an equal footing with regular staff.
 
"We wanted to make sure that everyone was being treated fairly, and it looks like that will happen," said branch vice-president Bruce Spence.
 
If you're an aptn  employee and experience any problems in the field, please contact the CMG so we can investigate and take any necessary action.  We want to make sure that everyone's rights under the Collective Agreement are being respected.
 
“We're all going to keep working hard on these games,” said Spence. “Success for aptn means success for all of us."

It appears that APTN’s previous response to your note has created some misunderstandings between the Guild and APTN concerning staffing and roles for our coverage at the Olympic Games. I accept full responsibility for that note since I approved its release to the APTN Guild Executive. However, in hindsight, it was not clear and was open to interpretation and I hope this further note resolves that confusion.

As I’ve said before these games mark an historic event for APTN that we hope will enhance the reputation of our organization and enrich the experience of its employees. From the outset, our objective here was to offer as many of our employees as we could the opportunity to be part of this historic event. Never before have Aboriginal or Indigenous Peoples anywhere in the world been invited to be part of a broadcast consortium for such a world-wide event. Never before has the opportunity to do so in Aboriginal languages been offered to anyone. I remain fully convinced that in making history in this fashion, we are meeting our mandate but, more importantly, we are honouring the wisdom and struggles of our Elders to maintain our languages, our cultures and our history. To the extent we could, all of these elements will play themselves in the 17 days of airtime that we have to air this world-class event.

This has meant also that we had to supplement our staff with outside contractors while also trying to provide training and mentoring opportunities for as many of our staff as we could in positions that they could fill in support of the Guild members. None of this was meant to diminish the role or rights of the Guild and its members. It was meant, in a true fashion that is reflective of our cultures, to be an inclusive opportunity for all.

Notwithstanding previous correspondence between us I will offer the following clarifications and commitments:

APTN will recognize the jurisdiction of the Guild at the Olympic Games and will ensure that all APTN employees who are performing work consistent with that contained in the scope and recognition clauses in the collective agreements will be treated consistently with the terms of those collective agreements.

All such employees, including temporary/contract, will be paid consistent with the scales of minimums

Dues will be remitted to the Guild for all such work.

Training Course For Guild Volunteers April 15-18, 2010

The CMG is now accepting applications from CMG members for its Leadership in Action course, to be held in Toronto April 15-18, 2010.

This is an essential course for any Guild member who plays an active role in the Union. Whether you are brand new to the Guild or have been active for years, you can benefit.

The course takes place over three and half days (Thursday-Sunday) and is full of useful skills to make you more effective in your union activities. It's a highly participatory course with a strong emphasis on case studies and interactive exercises. The course covers leadership and communication skills, basic problem-solving and case handling, an introduction to grievances, meeting with management, building a more inclusive union, and strategic engagement of the membership. It's ideal for those new to union involvement and a great refresher for those of you already active in the Guild.

The Guild will cover your travel and accommodation expenses and arrange for you to be released from work with full pay for any scheduled work day. Preference will be given to members of local or branch executive committees, and members of local joint or grievance committees. We will put out a second call for applications once location unit elections have been completed.

aptn Hiring Additional Workers To Cover Winter Olympics

The APTN branch of the Canadian Media Guild is concerned by the company's engagement of a number of temporary employees to work on the upcoming Winter Olympics in Vancouver/Whistler.

The Guild has no objection to seeing the Aboriginal Peoples Television Network engage additional employees to work on the games coverage - as long as they are treated on an equal basis to other Guild members at APTN. Their wages and working conditions must be no less favorable than those of regular APTN employees working under the CMG collective agreement. So far the company hasn't provided any information about how many workers have been engaged, who they are, or what their employment status or pay rates are.

It's in the best interests of both APTN and the Guild to make sure that the network's coverage of the Winter Olympics is as good as it can possibly be. It should be equally clear, though, that successful coverage shouldn't come at the cost of substandard wages or working conditions for workers.

"We don't want to have APTN use the Olympics as a cover for promoting a two-tiered employment system," says Bruce Spence, vice-president of the APTN Branch of the CMG.

The issue was initially raised with the company in November 2009. We have submitted a written request for the information and are still awaiting a response. We'll keep you posted on developments as they occur.

Guild Members To Vote On Elimination Of Cap On Dues

You will soon be asked whether you support the removal of a cap on the dues that you pay to your union.  An online referendum will take place during the week of November 16 and you will be asked the following question:

"Do you support the recommendation of the 2008 CMG Convention to phase out the individual dues maximum (the "cap") over a period of ten (10) years, beginning January 1, 2010, after which time all references to the cap will be removed from the CMG bylaws?"

All members who currently pay dues and have signed a union card are eligible to participate in the referendum.  To vote, you'll need to know your nine-digit Guild identification number.  If you haven't signed a card or don't have your number, contact us at info@cmg.ca as soon as possible.

Between now and referendum week, the Guild will provide all the information that you need to make an informed decision.  We will also set aside space on our website for comments from members, both for and against the proposal.

A brief history: We pay dues at a rate of 1.55% of compensation.  Currently, this is capped at $1500 a year: no member pays more than $1500, no matter how much they earn.  At the 2008 CMG convention, 200 delegates from across the country passed a resolution calling for a referendum to be held on phasing out the cap over a ten-year period.  If the referendum passes, the cap would go to $1600 in 2010, $1700 in 2011 and continue to increase in $100 increments until it ceases to exist in January 2020.

The initiative stems from a report to the 2008 convention from a national committee struck to examine the union's finances.  One of the committee's recommendations was to eliminate the dues cap.  Convention delegates weighed different options, including maintaining the existing cap, increasing it, eliminating it immediately, or phasing it out over ten years.  Delegates opted to send this final proposal to all members for a referendum vote.

Most delegates who were in favour of the referendum spoke of the need to apply the dues rate fairly and equally to all members.  The motive was not to generate more revenue.  In phasing out the cap in $100 increments, Guild dues revenue would go up by about $20,000 in the first year, with less additional revenue every year after.  This compares to overall dues revenue of $5.6 million anticipated for 2009.

Most members would not feel any effect from the removal of the cap since the rate at which they pay dues would stay the same: 1.55%. Those earning more than $96,000 per year would see a gradual increase in the dues they pay over the ten-year period.

This referendum had initially been planned for Fall 2008.  At that time, the Guild was absorbed with getting a collective agreement at our largest unit, CBC/Radio-Canada and there were online polls and votes through that period.  There was also a referendum on a historic pension and benefit agreement at the CBC.  We postponed the vote to Spring 2009.  Then layoffs hit most of our workplaces and we felt people could not turn their attention to this issue during that difficult time.

H1N1 Crisis And Reporting On Location At H1N1 Infected Communities

Concerns have been raised between aptn Management and the Editorial Unit regarding our members visiting active H1N1 infected communities in order to report stories on the H1N1 crisis. aptn Management did not want them to go into these communities, citing safety concerns even when it was the Video Journalists who were the ones wanting to go in.
 
After a conference call held on September 22, aptn Management decided it was OK to allow our members to go in to these places and that aptn would provide them with H1 N1 protection kits. The Editorial executive has agreed this was alright.
 
Our collective agreements do not specifically deal with assigning dangerous stories, or accepting them, but this type of situation also has an impact on the Operations Unit. Because our Collective Agreements are mute on these situations, we contact Canadian Media Guild Staff Representative, Terri Monture for feedback. This is what she wrote about the situation:
 
"Hi Bruce: Further to our conversation, I'd like to clarify the following:
 
"If reporters want to do a story but management is reluctant to send them into the area, then the reporters shouldn't bother. If the employer has deemed it unsafe, then that's probably the assessment and is unlikely to go any further.”
 
"If, however, the employer decides that it is newsworthy enough then they should protect their employees as much as possible. What shape this protection takes should be assessed case-by-case, but a blanket policy that the union has a hand in writing is probably a good thing, and also some language thought up for the next round of collective bargaining (this could include hazard pay, what constitutes a danger zone, what rights of refusal of an employee, what rights of insistence the employer has, etc.)."

Temporary Dues Increase Affecting CMG Members Coming To An End

Please be advised that the temporary dues increase affecting CMG members at aptn is coming to an end.  It was an increase of $5.00 per month for a period of 12 months.  As confirmed by aptn's Human Resources department, the last temporary dues increase ($2.31 bi-weekly) will come off the September 25, 2009 pay date.  Dues deductions should revert to the way they were before the measure was imposed.

As part of our renewed commitment to the members of the aptn Branch in the Canadian Media Guild, the aptn Branch executive have agreed to launch this website to inform and educate its members on our guild.  Having had extensive experience in graphic and web design, I decided to volunteer and provide our branch with a website to ensure our members from across Canada are able to access not only the information but the people that make up our executive.  Here are some of the highlights of our website:
